Private Security Guard Company — Questions & Answers | California

Frequently Asked Questions About Private Security Services in California

Whether you are a business owner, an event organizer, a private individual, or simply someone curious about the private security industry in California, this page is designed to answer your most important questions. At PD Agency — Proactive Defense Security — we believe that an informed client is our best client. Below, you will find detailed answers to the most common questions we receive about our company, our industry, and our services.

1. What is the history of the private security industry in California?

Most consumers of private security services do not know that the private security industry, as a whole, was not regulated in California until 1915. Before then, people could watch their own property or hire others to watch their interests without much regulation.

In 1915, with the establishment of the California Detective Licensing Board, detectives and security guards in the private security industry started finding out how they could have a formal presence in the state. They gained a government body that regulated their rights and responsibilities towards consumers and the public.

Today, private security companies in California must possess a license from the Bureau of Security and Investigative Services (BSIS) in order to perform security guard services. One of the key licenses required is the Private Patrol Operator license, otherwise known as the PPO license. Interestingly, the PPO license requirement was not added until 1943. So, between 1915 and 1943, private security guards were operating under the same regulatory body as private investigators.

For almost 100 years, the industry of private security has been regulated, improving and developing. At Proactive Defense Agency, we understand and deeply respect the hard work of all law enforcement officers, security guards, private detectives, and bodyguards who participated in establishing this industry in California. PD Agency honors that legacy by continuously raising the standards of the profession.

2. What licenses does a private security company need to operate in California?

In California, a private security company must hold a Private Patrol Operator (PPO) license issued by the Bureau of Security and Investigative Services (BSIS), which falls under the California Department of Consumer Affairs. This license is required for any company deploying security guards to clients’ locations.

Individual security guards must also hold a Guard Card issued by the BSIS, which requires a background check, a minimum number of training hours, and ongoing annual training requirements.

Armed security guards must additionally hold a Firearms Permit, also issued by the BSIS, which requires qualifying firearms training and regular requalification.

Officers carrying concealed weapons (CCW) require a CCW permit, which is more difficult to obtain in California and is most commonly held by off-duty or retired law enforcement officers.

At Proactive Defense Security, we maintain all required licenses and insurance in full compliance with California state law — and we go above and beyond the minimum requirements in our training and accountability standards.

3. What are the different types of private security companies in California?

There are several distinct types of security companies operating in California, each specializing in a different area:

Cash Transfer / Armored Transport Companies: These companies are equipped with armored trucks and specialize in transporting cash or valuables — such as jewelry or sensitive assets — from one location to another safely.

Unarmed Security Companies: These companies specialize in providing unarmed security guards, whether in uniform or plain clothes. Due to insurance restrictions, unarmed companies typically cannot cover armed accounts.

Armed Security Companies: These companies cover both armed and unarmed accounts. They carry higher insurance and employ officers with active firearms permits.

Traffic Control Security Companies: These companies specialize in managing traffic flow, typically for large public events. Their officers often use motorcycles and wear highly visible reflective gear.

Full-Service Security Companies: Companies like Proactive Defense Agency (PD Agency) offer all of the above plus executive protection, event security, loss prevention, workplace violence response, and customized security solutions under one roof.

4. What are the different types of security guards?

Security guards are classified in several ways:

By Appearance:

  • Uniformed Security Guards: Wear distinctive uniforms displaying “Security” or “Private Security.” Best for deterrence at malls, schools, shopping centers, businesses, and government locations.
  • Plain-Clothes Security Guards: Dress in business casual, suits, or blend into crowds undercover. Preferred by celebrities, luxury retailers, weddings, and corporate events.

By Weapons:

  • Unarmed Security Guards: May carry non-lethal tools like pepper spray, batons, or stun guns but do not carry firearms. They make up the majority of security guards in California.
  • Armed Security Guards (Exposed): Carry firearms visibly, typically in uniform. Common at banks, high-risk retail, and government facilities.
  • Armed Security Guards (Concealed / CCW): Carry hidden firearms. Most holders of CCW permits in California are off-duty or retired law enforcement officers due to the difficulty of obtaining such permits.

By Background:

  • Citizen Security Guards: Career security professionals without a military or law enforcement background. Can work armed or unarmed.
  • Former Military / Law Enforcement Officers: Bring advanced training and experience. They typically cost more to hire but bring significantly higher skill sets to their assignments.

At PD Agency — Proactive Defense Security — we deploy the right type of guard for every specific assignment, matching skill level and background to the nature of the risk.

5. How much do security guards earn in California?

Security guard pay in California varies based on several factors including type of guard, assignment, and location. Here is a general breakdown:

  • Unarmed Security Guards: Minimum wage to approximately $35/hour
  • Armed Security Guards: Up to $40/hour
  • Armed Guards with CCW Permits or Off-Duty LEOs: Up to $75/hour
  • Bodyguards for Celebrities or High-Profile Public Figures: Up to $100/hour or more

The lowest pay floor is always determined by whichever minimum wage law is highest — federal, state, or local. California’s minimum wage laws are among the highest in the nation, which raises the baseline for all security guard pay statewide.

The assignment type also significantly affects pay. A guard watching construction equipment overnight will earn less than a guard standing vigilant watch at a fine jewelry store or protecting a public figure at a high-profile event.

At Proactive Defense Security, we are proud to pay our guards above the general average or median hourly rates by industry standards. We believe that well-compensated guards are more motivated, more loyal, and more effective — and that ultimately benefits our clients.

6. How much does it cost to hire a private security guard in California?

The cost of hiring private security is not simply the guard’s hourly rate plus a company margin. Several factors contribute to the total cost:

Overhead Costs: Running a professional security company requires dispatchers, customer service staff, accountants, supervisors, and operations managers. At PD Agency, we minimize overhead by allowing supervisors and managers to work remotely where possible, keeping central command focused on operations.

Insurance Costs: Every licensed security company in California must carry minimum insurance coverage as required by the BSIS. Insurance costs vary significantly by assignment type and risk level. For example, a construction site carries far lower insurance costs than a fine jewelry store. At Proactive Defense Agency, we also vet our clients — we do not cover bars, clubs, cannabis farms, or medical marijuana clinics — which helps us keep insurance costs lower for our standard commercial, retail, and residential clients.

Company Profit Margin: At PD Agency, our margin typically ranges from $3 to $10 per hour, depending on the assignment. Long-term contracts fall on the lower end; short-term or high-risk assignments fall on the higher end. In rare cases involving significantly elevated risk, the margin may exceed $10/hour.

In short, the total cost of hiring a private security guard in California can range from approximately $22 to $150 per hour, depending on the guard type, assignment, risk level, location, and contract length.

Proactive Defense Security is committed to creating win-win-win situations — keeping costs fair for clients, keeping compensation generous for guards, and sustaining our position as an industry leader.

7. What is the difference between armed and unarmed security guards?

The primary difference is whether the guard carries a firearm. Unarmed security guards rely on presence, observation, communication, and non-lethal tools to maintain safety. They are appropriate for most general commercial, retail, residential, and event assignments where the level of risk does not require lethal force capability.

Armed security guards carry firearms and are appropriate for higher-risk environments — banks, jewelry stores, cash transport, high-profile events, or locations with elevated crime exposure. Armed officers must carry a valid Firearms Permit in addition to their Guard Card.

The right choice depends entirely on your environment and your risk profile. At Proactive Defense Agency, we always assess client needs carefully and recommend the most effective — and most cost-efficient — level of protection for each situation.

8. What is the main duty of a security guard?

The foundational duty of every security guard, regardless of classification, is to observe and report — observe the surroundings and report abnormal activity to decision makers. In addition to observing and reporting, security guards are authorized to defend themselves and protect people and property against subjects who may cause harm.

However, at Proactive Defense Security, we go further. Our philosophy — The Best Defense Is Proactive — means we do not simply wait for threats to appear. We gather intelligence, hold regular agent briefings, analyze risk, and devise operational plans designed to eliminate threats before they become live incidents.

9. What is executive protection and who needs it?

Executive protection — also known as bodyguard services or close protection — is a specialized form of personal security designed for individuals who face elevated personal risk. This includes:

  • Corporate executives
  • Celebrities and public figures
  • High-net-worth individuals
  • Political figures
  • Victims of stalking or domestic threats

PD Agency’s close protection specialists are experienced in threat assessment, advance route planning, rapid-response protocols, and maintaining security without compromising the client’s public profile or personal freedom. At Proactive Defense Security, our bodyguards keep you safe without causing you to lose popularity or disrupt your daily life.

10. What is workplace violence security and why is it important?

Workplace violence is one of the most underestimated security threats facing businesses today. Disgruntled former employees, personal conflicts that spill into professional environments, and targeted harassment can all create dangerous situations for your staff and operations.

At PD Agency, we have decades of experience managing workplace violence assignments. Our track record in this area includes zero loss on record. Our officers are trained in de-escalation, threat assessment, and physical intervention — ensuring that situations are resolved professionally before they escalate.

Proactive Defense Agency recommends that any business that has experienced employee terminations, labor disputes, or restraining order situations consider a workplace violence security assessment.

11. Does PD Agency provide security for domestic violence situations?

Yes. Domestic violence is an unfortunately common threat in California. Proactive Defense Security deploys bodyguards and agents who are specifically trained to de-escalate conflict while simultaneously providing protective security to victims.

Our agents understand the sensitive and emotionally charged nature of domestic violence situations and are equipped to handle them with the professionalism, discretion, and urgency they require.

12. What types of events does PD Agency provide security for?

PD Agency — Proactive Defense Security — provides event security for a wide range of events including:

  • Corporate conferences and seminars
  • Private parties and weddings
  • Concerts and music festivals
  • Sporting events
  • Political and government gatherings
  • Grand openings and product launches
  • Fundraising galas and charity events
  • School and university events

Our event security teams work closely with venue managers, event organizers, and local law enforcement to ensure seamless, professional coverage from setup to close. We handle access control, crowd management, VIP protection, and emergency response coordination.

Individual: Executives, celebrities, tourists, public figures, and private individuals requiring personal protection

14. How do I choose the best security company in California?

Rather than searching for the “best” security company — a nearly impossible comparison given the thousands of companies operating in California — we recommend focusing on the company that serves you best. Here are 8 tips:

  1. Verify licensing and insurance. Any legitimate private security company in California must hold a valid PPO license and carry proper insurance coverage. Ask to see both.
  2. Confirm they offer the specific services you need. Not all security companies provide all services. Make sure they can meet your exact requirements.
  3. Ensure they know your local area. Local knowledge of laws, crime trends, and neighborhood dynamics is a significant advantage. At PD Agency, we employ local supervisors and managers in every territory we serve.
  4. Check staffing depth. A company with deep staffing can always provide backup guards. At Proactive Defense Security, we have access to hundreds of fully licensed officers across California.
  5. Evaluate customer service quality. Many companies deliver great service before signing a contract and decline after. Ask for references and check reviews.
  6. Insist on flexible contracts. Never commit long-term to a company before verifying their service quality firsthand. At PD Agency, we never lock clients into term contracts.
  7. Compare rates fairly. Extraordinarily cheap rates and extraordinarily expensive rates are both red flags. At Proactive Defense Agency, we maintain competitive, fair rates that reward our guards generously without gouging our clients.
  8. Protect your privacy. Some companies share or sell client information. At PD Agency, your information is never shared with anyone without your explicit permission.

15. Why does PD Agency not lock clients into long-term contracts?

Because we rely on our merits. At Proactive Defense Security, we believe that a client who stays with us does so because we earn their trust and deliver real results — not because they are locked into a contract they cannot escape.

This philosophy also motivates our guards and agents. When our team knows that clients can leave at any time, they are driven to perform at their highest level consistently. Flexible contracts create a culture of excellence that benefits everyone.

16. What technology does PD Agency use in its security operations?

Proactive Defense Agency employs some of the most advanced technologies in location tracking and accountability to guarantee that our guards are on-site at their assigned locations, performing their duties as expected or better.

Real-time reporting systems allow clients and supervisors to monitor guard activity. Incident documentation ensures that every event is recorded accurately. Regular briefings informed by collected intelligence ensure our guards are always operating with up-to-date situational awareness.

PD Agency continuously monitors advancements in security technology and incorporates them into daily operations to stay ahead of evolving threats.

17. What is PD Agency's philosophy and what makes it different?

Our name says it all: Proactive Defense Agency. We believe the best defense is and must be proactive.

Most security companies focus on responding to threats — they observe, report, and react. At PD Agency, we start working before a threat ever materializes. Our process is:

  1. Intelligence: We continuously gather intelligence about our clients’ environments, local crime patterns, and legal landscape.
  2. Briefings: We disseminate that intelligence through regular agent briefings so every guard we deploy is fully informed.
  3. Action: We devise and execute operational plans designed to eliminate risks before they become live threats.
  4. Reporting: We report back to clients, collect feedback, and continuously refine our operations.

This is what separates Proactive Defense Security from standard guard companies — and it is why our clients experience results rather than just coverage.

18. Does PD Agency collaborate with law enforcement?

Yes. Proactive Defense Agency actively coordinates with law enforcement agencies throughout California to facilitate the flow of information and support the execution of security operations. We are an integral part of a broad network of security service providers and law enforcement contacts.

This network gives us access to real-time intelligence and enables faster response times in situations that require law enforcement involvement. Our collaboration with authorities is one of the key advantages we offer over security companies that operate in isolation.
