1. What is the history of the private security industry in California?
Most consumers of private security services do not know that the private security industry, as a whole, was not regulated in California until 1915. Before then, people could watch their own property or hire others to watch their interests without much regulation.
In 1915, with the establishment of the California Detective Licensing Board, detectives and security guards in the private security industry started finding out how they could have a formal presence in the state. They gained a government body that regulated their rights and responsibilities towards consumers and the public.
Today, private security companies in California must possess a license from the Bureau of Security and Investigative Services (BSIS) in order to perform security guard services. One of the key licenses required is the Private Patrol Operator license, otherwise known as the PPO license. Interestingly, the PPO license requirement was not added until 1943. So, between 1915 and 1943, private security guards were operating under the same regulatory body as private investigators.
